Janesville Street Reconstruction (2023)

UPDATE 12/21/23

The Village Board has approved the final special assessment resolution (Res. 23-48) and report for the State, Washington and Janesville St 2023 Reconstruction Project. These have been provided to affected property owners and are posted online for informational purposes: State/Washington/Janesville Reconstruction 2023 Final Assessment Resolution and Report. UPDATE 11/15/23

The Janesville St reconstruction project has reached substantial completion. Dane County and Village staff will be monitoring the condition of the road and right-of-way over the winter, and some cleanup and restoration work will be done in the spring. However, all pedestrian, bicycle, and driving facilities are safe and open for use.


Note that the entirety of Janesville St from Spring St to Perry Pkwy is now signed for "No Parking." This includes areas that previously allowed parking. There are now designated bike lanes on both sides of Janesville St through this area.

UPDATE 11/09/23

Paving on Janesville Street (Spring St to Perry Pkwy) is scheduled to occur Friday, November 10 and Saturday, November 11. Road striping will follow on Monday, November 13.


The Village, Dane County and Payne and Dolan all request that residents follow ALL street signage during this last phase of construction. Sections of the Janesville Street may be closed intermittently during paving and striping. Please abide by all No Parking signage along Janesville Street - parking restrictions will be strictly enforced to allow work to be completed in a safe and timely manner.


UPDATE 11/02/23

The paving contractor for Janesville St has scheduled surface paving for the entire Janesville St project area for Wednesday and Thursday, 11/8-11/9. This represents the latest information provided to both the Village and Dane County; however, as always, schedules are subject to rapid change. This page will be updated if a change does occur.

UPDATE 10/24/23

The paving contractor for Janesville St has cancelled its planned second asphalt lift this week, and due to forecasted rain has not rescheduled. The Village and Dane County will continue to work with the paving contractor to firm up a schedule for paving completion, and the Village will share this scheduling information with the public when it has more information. Note that Dane County is maintaining the road closure to through traffic along Ph 2 to allow the asphalt to set up and minimize dirt and debris on the road surface. 


We apologize for the delay on this, and we hope to be able to bring it to a close sooner than later. As always, the Village and Dane County both thank residents for their ongoing patience during this very long project.


UPDATE 10/20/23

Janesville St Ph 2 (Kierstead/Oak St to Perry Pkwy) has received its first layer of asphalt! Note that Dane County is maintaining the road closure to through traffic along Ph 2 to allow the asphalt to set up and minimize dirt and debris on the road surface. Currently the entire limits of the Janesville St reconstruction project (Spring St to Perry Pkwy) are expected to receive the second and final lift of asphalt early next week, with painting/striping to follow. Once the paint has been applied and allowed to dry, Dane County plans to open the road to traffic.


As fall has officially started here in Wisconsin, please remember that adverse weather may affect the proposed construction schedule. All parties involved are working hard to get this project completed as soon as is possible! Please continue to observe all signage in this area through the next week, and be careful around workers and construction traffic. The Village and Dane County thank Oregon residents for their patience during this large project!


UPDATE 09/20/23

The intersection of S Main St and Washington St in Oregon will be CLOSED on Thursday, 9/21/23, to allow Fischer Excavating to complete sanitary sewer installation. The intersection closure will last for one day only, and following completion of the work, traffic will be restored through the intersection. Detour routes for north- and south-bound traffic will be signed. Please pay attention to signage in this area, and follow instructions from construction workers! The Village thanks residents for their patience during this closure and the project.


UPDATE 09/01/23

Janesville Street is now open from Main Street through Union Street, and access to Janesville Street from both Elm Street and Union Street has been restored. Only left turns from Union Street to Janesville Street are permitted at this time. Please see the linked updated traffic map: Janesville St Traffic - UPDATED 09/01/23.


Through the holiday weekend (09/02/23 - 09/04/23), the Union Street/Washington Street intersection will remain open. However, construction is scheduled to begin on Washington Street on Tuesday, 09/05/23, which may impact access to and from Union Street. Elm Street access to and from Janesville Street will remain largely open and available to residents through the end of this project. 


Residents should note that Janesville Street remains under construction, and signage, cones and barrels may be placed in and around the roadway to protect infrastructure, workers and drivers. Drivers are asked to drive carefully and mind all traffic control devices. Note that any part of Janesville Street may be closed for short periods in the future to allow for crews to complete outstanding work. Always follow the signage installed!


Traffic striping and permanent signage have not yet been installed. Pedestrian safety is always the Number 1 concern - pedestrians and drivers must navigate this intersection carefully during this intermittent time! Please always take care and look all ways, whether driving or on foot. As always, during active construction work, pedestrians should take care and respect instructions from the construction crew.


Oregon downtown businesses DO remain open during this construction, although access may be changed.


Project Summary

The Village of Oregon and Dane County will be collaborating on a roadway reconstruction project along Janesville Street in Oregon, WI in 2023. The project will include new pavement, curb and gutter, and sidewalks on Janesville St between S Perry Parkway and Spring Street. Intersections at Janesville Street and Kierstead Lane/Oak Street and at Janesville Street and Spring Street will be reconfigured to improve safety. The project will also include installation of a new, upsized water main between S Perry Parkway and Kierstead Lane.

Fischer Excavating has been awarded the contract for the State Street, Washington Street and Janesville Street Utility Replacement 2023 Project.


Project Schedule

The project is scheduled to begin in early May 2023 near the Spring Street/Janesville Street intersection. Different sections of Janesville Street between Spring Street and Perry Parkway will be closed to thru traffic throughout the summer:


  • Janesville Street between Spring Street and Kierstead Lane/Oak Street
    • CLOSED for underground utility construction May 15 - May 31, 2023 (Village contractor)
    • CLOSED for road reconstruction starting June 1, 2023 (Dane County)
  • Janesville Street between Kierstead Lane/Oak Street and Perry Parkway
    • CLOSED for underground utility construction June 1 - June 30, 2023 (Village contractor)
    • CLOSED for road reconstruction starting July 1, 2023


Work on Janesville Street is anticipated to be complete on or before November 15, 2023. 


Traffic Control/Road Closure

Janesville Street will be closed to thru traffic during the construction project. Note that Dane County will be performing street reconstruction work in the Janesville St corridor beginning in June. Their crews will be setting up "rolling closures" as needed to complete their work. Travelers are advised to follow all traffic signage and instructions from construction workers.


Local traffic will be allowed throughout the project. Local residents will have open access to their driveways outside of construction hours. Access during construction hours can be arranged as needed by contacting the Village or the on-site construction inspector.


Emergency services access will be maintained throughout construction.

Public Hearing: the Village hosted a Public Hearing for the State/Washington/Janesville Streets Reconstruction Project 2023 Preliminary Assessment Report on May 8, 2023 during that evening's Village Board meeting. 


Public Information Meeting: a Public Information Meeting for this project was held on Thursday, December 15, 2022.
