What is the difference between a "public" or "private" road?

Generally speaking, a public road has been accepted by the Village Board after going through the acceptance process by State Statues and Village Ordinances.  The Village is responsible for the maintenance and care of public roads.

A private road is a road that has not been accepted by the Village Board and is either owned by resident(s), a homeowner's association (HOA), or a developer.  Private roads are maintained and cared for by whomever owns them (residents, HOAs, or a developer).
